What gives Airlines the right to dump their fuel

How long has this been happening ?
When jets first started flying with US airlines in the late 1950s, the FAA rule in place at that time stated, if the ratio between an aircraft's maximum takeoff weight and its maximum landing weight was higher that 105%, it had to have a dumping system installed.
Boeing introduced the 737 in the 1960s along with the DC-9 which was made by Douglas Aircraft company. Both of them were used for short runs so the dump system wasn't even in the equation.
Fuel dumping doesn't happen very often, in 2007 there was none recorded and in 2008 one dump happened. Bigger planes like the Boeing 747 has to dump if in emergency situations because if they don't they would be way to heavy to land.
Determining Where to Dump
Any time they have to dump they prefer to do it over water when possible, if they can't do this, they try to find areas that are unpopulated to distribute its fuel. It takes a short amount of time for the fuel to evaporate so they dump from 6000 feet or higher to get the proper amount of time to do the job.
It's hard to nail down the exact area that is being affected by the dumping, there are so many determining factors that are involved with those figures. They also say it depends on the quality of the fuel, the temperature, speeds, winds, humidity and more, but there is nothing concrete about what it's doing to us or the environment at this time.
Whirlwinds or fuel dump that is a good question.
A phenomenon in the form of a whirlwind may happen during a landing, which is sometimes interpreted as being a fuel dump. Leaving behind whirlwinds is normal for air crafts, and when the weather outside is humid, they become visible due to condensation of the vapor from the water that is in the air.

Despite the growth in volume, the number of causes in which aircraft had to blow there fuel has not increased in the past few years. Since 1990 around five cases of fuel dumps had been recorded. It is so few and far between they say there is nothing to worry about

wolfpack5, this has been a well known fact for years. Aviation fuel dumping has been practiced with commercial airlines for safety sake for a long long time.
If that is a concern for you, check this out.
You know these commercial airlines we see flying over head, and especially in the mornings, you can see a huge stream of exhaust in the sky, as they fly by, well thank goodness and thank God, that no terrorist has thought of this yet, but if they desired to do so, chemical or germ warfare agents could be burned off at the same time and released into the atmosphere, and if the plane is like 5 miles up or say 30,000 ft. in the air as the did this no one would be the wiser, until it was to late, and these exhaust streams cover quite a bit of distance and area as they disperse. Think about it?

Chemical or biological agents released that high up would never touch the ground. It's the reason why this has not been tried by terrorists. Chemical and biological weapons must be release/detonated near ground level to have an impact on it's target.
I've been through too many military training exercises on this very thing to not make a correction to your post.
